GB/T 13663 — Chinese PE Water Pipe Standard

China's national standard for PE water pipe, how it maps to ISO 4427 and EN 12201, and what to check on a Chinese certificate.

GB/T 13663 is the Chinese national standard for polyethylene piping systems for water supply. Every PE water pipe factory in China produces to it by default, and it is the standard a Chinese quotation will name unless you ask for another. The current series — GB/T 13663.1-2017 general, 13663.2-2018 pipes, 13663.3-2018 fittings and 13663.5-2018 fitness for purpose — was rewritten to follow ISO 4427, so the dimension tables, SDR series, PE80 and PE100 material classes and the test programme are the same as the international standard.

That matters for an overseas buyer in two ways. First, pipe made to GB/T 13663.2 is dimensionally interchangeable with ISO 4427-2 and EN 12201-2 pipe: DN315 SDR 17 has the same wall in all three. Second, a Chinese factory's routine test records are already in the format those standards require — hydrostatic strength at 20 °C and 80 °C, MFR, OIT, carbon black, reversion — so asking for ISO or EN marking is a change of paperwork and labelling, not of product or process.

Where the standards differ is in what surrounds them. GB/T 13663 pipe for drinking water must also meet GB/T 17219 for hygienic safety, the Chinese equivalent of WRAS or NSF 61; that approval is not recognised abroad, so export projects need the destination country's approval on top. And Chinese certificates are often issued by the factory itself; if your project requires third-party witnessing, say so, because it has to be arranged before the batch is produced.

We produce to GB/T 13663.2 as standard and re-mark and certify to ISO 4427-2 or EN 12201-2 for export orders. The extrusion line, compound and test rig are the same; the difference is which standard number goes on the pipe and which format the certificate takes.

Frequently asked questions

Is GB/T 13663 pipe acceptable on an ISO 4427 project?
The pipe is the same, but the marking must read ISO 4427-2 and the certificate must be issued to it. A pipe marked only GB/T 13663 will usually be rejected by an inspector working to ISO or EN, however good it is. Specify the export standard on the order and the factory marks accordingly.
Are Chinese factory test certificates reliable?
The tests are the same as ISO 4427 requires and a well-run factory does them on every batch. What varies is whether they were done — so ask for batch numbers on the certificate, ask to see the test rig on a factory visit or video call, and for critical projects have a third party witness the batch. We welcome all three.
What does GB/T 17219 cover?
The hygienic safety of products in contact with drinking water in China — leaching, odour, heavy metals. It is China's counterpart to WRAS or NSF 61 and is not accepted in place of them; an export project needs the destination country's approval as well.
